Endurance Group is currently seeking experienced applicants for a Contract Specialist that will support a DoD client at Fort Bragg, NC. The Contract Specialist shall support both pre-award and post-award acquisition activities for a variety of commercial and non-commercial requirements, including Firm-Fixed-Price (FFP) contracts, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts, and Blanket Purchase Agreements (BPAs).
The Contract Specialist shall apply Federal Acquisition Regulation (FAR), applicable Department of Defense (DoD) and USSOCOM policies and procedures, and other applicable acquisition guidance. The contract Specialist shall support acquisitions conducted guidance. The Contract Specialist shall support acquisitions conducted primarily under FAR Parts 12 and 15 and shall provide recommendations and acquisition documentations and acquisition documentation for review and approval by the Contracting Officer.
Responsibilities:
- Support acquisition planning and development of acquisition strategies for complex and/or high-dollar requirements.
- Review requirements packages for completeness, accuracy, funding, acquisition strategy, and compliance with applicable statutes, regulations, policies, and procedures.
- Conduct and document market research in accordance with applicable FAR requirements and acquisition guidance.
- Develop, review, and prepare solicitations, including Requests for Proposals (RFPs), Requests for Quotations (RFQs), and related solicitation documents.
- Assist with development and issuance of solicitations for RFP contracts, IDIQ contracts, and BPAs.
- Review contractor questions and requests for clarification and assist in developing Government responses and solicitation amendments.
- Support proposal and quotation evaluation activities, including price analysis, cost analysis, technical evaluation coordination, and evaluation, and evaluation of offeror compliance with solicitation requirements.
- Assist with price reasonableness determinations and preparation of supporting documentation.
- Support discussions and negotiations with prospective contractors in accordance with applicable FAR requirements and direction from the Contracting Officer.
- Prepare or assist in preparing pre-negotiation objectives, negotiation memoranda, price negotiation documentation, and related acquisition documents.
- Assist with responsibility determinations, past-performance reviews, responsibility-related documentation, and other pre-award activities.
- Support evaluation and documentation of commerciality, fair and reasonable pricing, and other requirements applicable to FAR Part 12 acquisitions.
- Prepare award documentation and findings, justifications, and other required acquisition documentation.
- Ensure pre-award documentation is complete, accurate, properly supported, and maintained in the official contract file.
- Support the Contracting Officer in resolving pre-award acquisition issues and developing recommended courses of action.
Minimum Qualifications:
- At least one year of specialized contracting procurement, subcontract administration, purchasing, or acquisition-support experience equivalent.
- Working knowledge of procurement principles, acquisition planning, market research, solicitation preparation, proposal evaluation, price analysis & contract administration.
- Ability to interpret and apply established acquisition policies, procedures, contract terms, and regularly guidance.
- Strong written communication, analytical, organizational, customer-service, and documentation skills.
- Experience with Federal procurement or contract-writing systems is preferred.
- Federal acquisition certification, DAWIA training, or equivalent acquisition coursework is preferred.
- Top Secret clearance
Compensation: $73,049.00 per year
